Dinner in honour of Carles Esteva Mosso : Reflecting on 5 years of merger policy

OPENING REMARKS*

The dinner was organized to pay tribute to Carles Esteva Mosso, who, after five years in his position as Deputy Director-General in charge of Merger Control, and twenty-five years at the European Commission and in public service, is moving now to different responsibilities, State Aids Control. The dinner was also an opportunity to discuss what happened over the past few years regarding EU merger control policy and cases. There has not been any revolution nor any debacle over the past few years. Gun-jumping, the implementation of remedies, the scope of merger control, and the interactions between competition and other public policy areas—e.g., foreign direct investment—have raised new concerns. The discussion also focuses on what could happen in the future.

There is a consensus on the particularly important role played by Carles Esteva Mosso at the European Commission, especially regarding the development of law and economics in merger control.
