Estefania Santacreu-Vasut first presented the paper titled “Competition Policy and Gender”. In 2018, Ms Santacreu-Vasut and Chris Pike from the OECD Competition Division published this paper to call attention to the opportunity for competition authorities to contribute to gender equality. Their research focused on the integration of a gender perspective into competition policy practice. Ms Santacreu-Vasut noted the increasing interest in gender studies over the past couple of years. She then specified the relation with competition policy, mentioning the research of Hubbard and Pike who identified gender discrimination as an anti-competitive barrier. Access to markets is not levelled across genders and competition policy may level the playing field across genders. Ms Santacreu-Vasut explained that the research underlying the paper revealed that female economic participation in markets may be impeded or reduced by barriers, wrong incentives (unfit complementary infrastructure services, unaffordable substitute services to household labour, etc.), and behavioural and cultural factors. When women participate in markets, they may suffer from discrimination, transaction costs and behavioural and organisational factors.
