Introduction In March 2020 the World Health Organisation declared the COVID-19 outbreak a pandemic, and governments around the globe imposed lockdowns and other measures to contain the spread of COVID-19. Since then, national governments and competition authorities worldwide have had to balance the impact of the subsequent economic downturn with the need to maintain effective supply chains and the proper functioning of markets and competition.
