Introduction In June 2005, the European Commission launched an inquiry into competition in gas and electricity markets. This enquiry responded to concerns voiced by consumers and new entrants in the sector about the development of wholesale gas and electricity markets and limited choice for consumers, and sought to gather information to identify possible distortions of competition. A year and a half later, in January 2007, a Final Report of the inquiry was adopted [1] which concluded to the existence of serious competition problems in the sector - the Commission announced its intention to make full use of its powers under antitrust rules, merger control rules and state aid control, to solve as many issues as possible.
