The Latvian procedure to appeal against the NCA’s decisions on cartel agreements
Introduction
Two high-sounding cartel agreements have been established in Latvia. Agreement among egg sellers on 20 December 2004, and agreement among advertising agencies on 8 May 2006. Egg sellers appealed against the decision of the Latvian Competition Council to the administrative court. Hearing of the complaints on their merits is still going on. At the same time advertising agencies are only about to appeal against the decision of the Latvian Competition Council. While preparing to appeal this and other decisions on cartel agreements in future it would be good to clarify whether the egg case provides useful experience on how to appeal against the decisions of the Latvian Competition Council. It has turned out that it is useful.
