On 21 October 1998, the French Competition Council had initiated ex officio an investigation into the luxury perfumes sector. By the end of the investigation, the Council estimated that, between 1997 and 2000, a general and continuous vertical agreement between several well-known brands and their distributors and a horizontal agreement between distributors for the fixing of retail prices to consumers had been implemented. The participants received total fines of over 45 million Euros [1].
