On 14 December 2010, the European Commission (the «Commission«) published a set of documents dealing with cooperation between competitors, comprised of guidelines on the applicability of Article 101 of the Treaty on the Functioning of the European Union  («TFEU«) (the «EU Guidelines«)  and two new block exemption regulations, one applicable to research and development agreements and the other applicable to specialization agreements . With two significant exceptions, one of which is the focus of this article , the boundaries of this 2010 package are largely drawn upon those set by its 2000 predecessor . The focus of this article is the inclusion of a new chapter on information exchange, which is the Commission’s first attempt at guidance of general application on this topic
