Introduction On 25 of January 2008, the Belgian Competition Council fined the Flemish Association of Bakeries (hereafter “VEBIC”) € 29,000 for the publication of a bread price index and a cost scheme in violation to article 2 paragraph 1 of the new WBEM [1] . The Competition Council argues that by circulating a bread price index and costs evolution, VEBIC encouraged its members to raise prices. The investigation started on request of the Minister of Economy to investigate the market for bread after the liberalisation of bread prices in July 2004. The publication of costs evolution and the related price index by VEBIC lasted for almost three years.
