In its decision dated 24 February 2011, the French Competition Authority (the "Competition Authority") considered that four companies had concluded anticompetitive arrangements between 2005 and 2006 by fixing their prices to respond to procurements launched in the painting services sector for naval equipment and engineering structures. I. Background On 20 January 2008, the French Ministry of the Economy referred a file to the Competition Authority relating to procurement contracts which covered, in particular, the renovation of quays, cranes and locks in the harbours of Brest, Nantes Saint-Nazaire and Le Havre. According to the Competition Authority, four companies (Philippe Lassarat SA, Prezioso-Technilor SAS, Grivetto SAS and Sorespi Bretagne SAS) had exchanged with each other the
