The French Competition Authority fines several temping agencies nearly €100 million, but grants significant reductions for certain parties who enter into innovative commitments (Adecco / Manpower / VediorBis)

On 2 February 2009, the French Competition Council ("the Council") fined several agencies active in the temporary employment sector in France (Adecco, Adia, Manpower and VediorBis - "the Companies") for concerted practices. Context Temping enables businesses desiring more flexibility to use temporary employees employed by temping agencies for short term assignments. The provision of temporary employment services to businesses has increased substantially in France over the past few years (about 630,000 temp employees in 2007). Temping agencies charge their customers by applying a coefficient to temps' salaries. These coefficients are therefore a key factor for selecting agencies in calls for tenders held by Major Customers (i.e. large businesses that use a lot of temps) such as
