Factual Background: On 24 January 2005, the Research Promotion Foundation notified to the Commissioner for State aid Control a draft scheme, entitled “scheme for the provision of access to research infrastructures abroad”. The scheme is based on the acknowledgment of the essential need that the Cyprus research community obtains access to high-level international research infrastructures, which are necessary for the carrying-out of advanced research activities yet whose technical standards and purchase and operating cost render, at present, their acquisition by the research units of Cyprus impossible.
