The Finnish Competition Authority intervenes in the municipal waste management company’s competition compromising practice (Pirkanmaan Jätehuolto)

The Finnish Competition and Consumer Authority (FCCA) issued a decision on 16th December 2014 concerning abuse of dominant position and competition neutrality. It is noteworthy that this is only the second time that the FCCA has issued a decision concerning competition neutrality. Pirkanmaan Jätehuolto Oy (PJH) is a cooperative waste management company owned by 17 stakeholder municipalities. It provides the statutory municipal waste management services, thus principally household waste management, on behalf of its owners. In addition, PJH also offers waste management services to corporate customers whose waste is collected by the same collection vehicles that collect municipal waste. PJH does not own a waste collection fleet, but has selected private companies through tender processes
