Anne-Laure-Hélène des Ylouses joined Fieldfisher in 2014 and is a partner in the Paris office of the firm. She advises clients on competition law and unfair practices, establishing and implementing their distribution and contractual policies, merger controls and public aids. She participates in the design and implementation of audits and related compliance and training programs. She was notably involved in drafting "The French lawyer and internal investigations ", a guide published by the CNB in June 2020. She also represents clients before the competition authorities (Competition Authority, DGCCRF, and European Commission) and the courts having jurisdiction in matters involving competition law (specialized courts and Paris Court of Appeal, administrative courts, supreme courts, constitutional court). Anne-Laure-Hélène des Ylouses has in-depth expertise in handling litigation before courts and national regulation authorities including ARCEP (French Electronic Communications and Postal Regulatory Authority), CRE/CORDIS (French Energy Regulatory Commission), CNIL (French Data Protection Authority), CSA (French TV and radio regulatory body), and HATVP (High Authority for Transparency In Public Life). She is a member of the board of directors of the French competition lawyers association (APDC). She is also treasurer of IHEJ (Institut des Hautes Etudes sur la Justice), a French public entity that aims to foster discussion and scientific research activity in the fields of law and justice. Anne-Laure-Hélène has been a member of the Conseil National des Barreaux (representing the interests of French lawyers) between 2015 and 2020. She holds diplomas from the Georgetown University Law Center (GULC) in Washington DC (LLM in International law), as well as from the Universities of Paris II Assas (Post-graduate degree in Litigation and Arbitration) and Paris I Panthéon Sorbonne (Post-graduate degree in Business law). She has been a member of the Paris bar since 1995.

Relatively unnoticed, the European Commission recently has expanded its range of premiums with which it wants to persuade companies to cooperate. True to their proven "carrot and stick" approach, in future cases there should be financial incentives for cooperation also in areas in which accused companies - at least so far - cannot benefit from the leniency programme or a settlement discount. This new development follows Commissioner Vestager’s speech in February 2016, in which she advocated to grant substantial reductions in fines to companies that had been involved in proceedings under Art. 102 TFEU and thus allow an uncomplicated conclusion of the proceedings, particularly to improve the timeliness of enforcement and ultimately increase consumer benefits
