Stephen Ryan is Head (Legal Advisory) at the Hong Kong Competition Commission and has been with the organization since June 2014. He has been involved in the formulation of guidelines and policy documents, advising on Commission investigations, processing of applications for block exemption orders and decisions, and handling of enforcement proceedings before the Competition Tribunal. Prior to joining the Commission, Stephen worked at a major international law firm in their London, Brussels and Hong Kong offices, where he specialised in competition law. During this time, he advised clients in Europe and Asia on a number of complex merger control and abuse of dominance mandates. He is admitted as a solicitor in England and Wales, Hong Kong and Ireland.
