Philippe Cossalter is a professor of public law at Saarland University and he heads the University’s German-French legal research center. He is also a member of the Centre for Comparative Public Law of the University Panthéon-Assas (Paris 2). He holds a Ph.D. in Public Law. Philippe’s main area of interest is French and comparative public law, especially in the field of public contracts and outsourcing. He published several articles in French, Italian and Portugese (Brasil) languages.
