Permanent Representative of France to the OECD

Ambassador Jean-Pierre Jouyet took up his duties as Permanent Representative of France to the OECD on 30 August 2019. He holds a DEA in public law and a Diploma from the Institut d’Etudes Politiques de Paris. He is also an alumnus of the École nationale d’administration ("Voltaire" class). Following his integration into the corps of finance inspectors in 1980, Mr. Jouyet served as Head of Office, then Deputy Director in the Tax Legislation Department of the Ministry of the Economy and Finance between 1984 and 1988. Then, between 1988 and 1991, he served as Director of Cabinet to the Minister of Industry, Foreign Trade and Town and Country Planning. He then became Deputy Director and then Chief of Staff to Jacques Delors, President of the European Commission, between 1991 and 1995. From 1997 to 2000, Mr Jouyet was Deputy Director of the French Prime Minister’s Office. From 2000 to 2004, he was Director of the Treasury, then Ambassador in charge of international economic issues at the Ministry of Foreign Affairs. After serving as President of Barclays Bank for France from 2004 to 2005, Mr. Jouyet was Head of the General Inspectorate of Finance at the Ministry of the Economy, Finance and Industry from 2005 to 2007. Mr. Jouyet was appointed Secretary of State for European Affairs in 2007, then Director of the Autorité des marchés financiers in December 2008 and, in 2012, Chief Executive Officer of the Caisse des dépôts et consignations, Chairman of the Banque publique d’investissement from 2012 to 2014. He became Secretary General of the French Presidency of the Republic from 2014 to 2017. Mr. Jouyet is also Honorary Chairman of the Aspen Institute, has chaired the Board of Directors of the Pasteur Institute and was Director of Studies at the Paris Institute of Political Studies. He has been a member of the Board of Directors of "Le Siècle" since 2017. He is the author and co-author of several books. Before taking up his duties as Ambassador and Permanent Representative of France to the OECD, Mr Jouyet was Secretary-General of the French Presidency of the Republic between 2014 and 2017, and then Ambassador of France to the United Kingdom between 2017 and 2019.
