Fernando joined KPMG in December 2013 and since then has been providing advice to a number of utilities clients on regulatory issues and inquiries. Before joining KPMG, Fernando spent five years as a principal economist at Ofwat. He worked on the development of the cost assessment methodology and the cost performance incentives they used in their 2014 price review. He also worked with the Environment Agency on abstraction reform and the joint market study with the Office of Fair Trading (OFT) on organic waste. Fernando previously worked in the competition practice of Compass Lexecon, where he advised on EU merger cases, plus a number of regulatory and competition issues. Fernando holds a PhD in competition economics from the European University Institute and is fluent in three European languages.
