This is a work that already seems to be a reference for a theme that is both original and ambitious: the comparative analysis of state aid law in the European Union and the law on subsidies within the GATT/WTO system. Based on a thesis defended at the University of Aix-Marseille, under the direction of Professor Valérie Michel, Mr. Wagner’s book explores the convergences and divergences between these two legal orders, firstly from the point of view of the scope of application of the discipline of State aid (Part 1) and secondly from the point of view of the (substantive and procedural) regime of public aid (Part 2). Through this articulation, the author highlights the singularity of the European mechanism which, although obliged to adapt to international obligations, has made "the choice not to transform State aid law into an instrument of compliance with subsidy law", knowing at the same time how to show pragmatism and take advantage of the relative effectiveness of WTO law in this field. At a time of heated negotiations on TTIP, Mr Wagner’s analysis is welcome and will in any case be of interest to a wider readership.
