Qing LI (SAMR): The implementation of fair competition review system in China

Can you explain the reason why the Chinese government wants to establish a fair competition review system? The Fair Competition Review Mechanism (FCRM) is a significant decision for Chinese government to deepen the economic system reform. The Third Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) has clearly proposed that the market should play a decisive role in resource allocation and the government should better play its role. To ensure the decisive role of market, an important aspect is to protect and strengthen market competition.
