L’Autorité de la concurrence de la Nouvelle-Calédonie (“l’ACNC”) mise en place le 2 mars 2018 a rapidement été amenée à constater des dysfonctionnements concurrentiels sur certains marchés liés à des mesures protectionnistes (“protections de marché”) adoptées par les pouvoirs publics calédoniens au profit de certaines industries locales. Le protectionnisme économique calédonien est ancien et repose sur la volonté de protéger un marché très étroit (282 000 habitants). Dès l’époque coloniale, il existait une volonté politique de protéger l’agriculture locale afin de maintenir une population agricole en brousse notamment.
