1. Introduction

In the last 15 years we have seen a revolution in the use of economics in competition. the central role of economic analysis for good decision making has been acknowledged by the commission ever since the introduction of a “more economic approach” in merger, antitrust, and state aid policy. the last ten years have shown that such an approach can vastly improve the quality of decision making. however, this experience has also highlighted that a more economic approach poses challenges to the administrative process. Economic analysis in an administrative process can by its nature not achieve the rigours academic economists are used to from academic discourse. There are constraints on the process in which economic analysis has to be conducted and there are limitations on the evidence that can be used. How to implement economic analysis is often just as important for a reasonable administrative process as the appropriate analytical techniques. Over the last few years i have observed three main challenges for the effective use of economic analysis in competition proceedings.
