On 17 June 2008, the Spanish Competition Authority (Comisión Nacional de la Competencia, hereinafter CNC) issued, at the request of the Ministry of Public Works and Infrastructure, a report on the fixing of minimum rates for road cargo transportation and its effect on competition under both Spanish and European Competition Law. Under Article 25 of the Spanish Competition Act (Ley de Defensa de la Competencia 15/2007 de 3 de Julio, LDC) the CNC has advisory powers in relation to, inter alia, the drafting and proposal of rules that affect competition.
