The case concerned a complaint filed in the Hellenic Competition Commission (hereinafter HCC) by the Association of Merchants of the Central Vegetable Market of Athens and the Association of Merchants of the Central Vegetable Market of Thessaloniki, alleging that the Union of Loaders, Unloaders and Carriers of Fresh Products of the Central Vegetable Market of Athens and the Union of Loaders and Unloaders of the Central Vegetable Market of Thessaloniki (hereinafter Unions) had violated Article 82 EC (now Article 102 TFEU). Content of the complaint According to the complainants, the Law regarding the loading and unloading operations and its application by the competent State authority granted the Unions the exclusive right to organise these operations.
