Background On June, 30, 2010, following a complaint coupled with a request for interim measures lodged by Navx, the French National Competition Authority (thereafter “NCA”), by way of interim decision, ordered Google Ireland and Google Inc. (hereafter “Google”) to implement in an objective, transparent and non discriminatory manner the content of its Google Adwords service (hereafter “Adwords”) and to restore the Adwords account of the plaintiff. Navx is a French publisher founded in 2005 which provides databases of the locations of radar speed traps.
