The Office of Fair Trading (OFT) has recently referred to the Competition Commission (CC) two mergers between local bus operators [1] . In October and December 2008, Stagecoach acquired the entire share capital of two Eastbourne local bus operators, first Eastbourne Buses and Cavendish Motor Services, respectively. Then in January 2009 Stagecoach also acquired the whole share capital of Preston Bus (PBL), operating in Preston. Because of Stagecoach becoming the leading supplier of local bus services in Preston and Eastbourne with very high post-merger market shares, the mergers drew attention from the OFT, which carefully reviewed them.
