The Moldovan Competition Authority finds that the national standardisation body has abused its exclusive right to provide training and certification services (National Institute for Standardization and Metrology)

On 4 April 2014 the Moldovan competition authority (CC) [1] found that a state-owned undertaking, the National Institute for Standardization and Metrology (INSM) [2], has abused its dominant position on the market for training and certification of metrology experts by obstructing market access and raising entry barriers. The CC commenced its investigation following a complaint lodged by Veritrans Plus SRL, a private undertaking licensed to provide various laboratory and metrology services. The complainant argued that INSM has repeatedly refused to organize training and certification courses for certain metrology qualifications as requested by Veritrans Plus.
