On December 10, 2015 the European Commission accepted the commitments proposed by Bulgarian Energy Holding [1] to open up the Bulgarian wholesale electricity market. The decision should lead to greater liberalization and transparency on the wholesale electricity market in Bulgaria, thus enhancing the creation of the European Energy Union [2]. Background of the case European Commission initiated formal proceedings in November 2012 pursuant to EU Regulation 1/2003 against Bulgarian Energy Holding for abusing its dominant market position in the wholesale electricity market in Bulgaria.
