Sweden: Screening for Cartels in Public Procurement Auctions* In September 2013, the Swedish Competition Authority (SCA) initiated a project aimed at detecting cartels in public procurements by using proactive economic methodology. Economic detection methods offer an alternative when there are indications of a cartel but conventional methods of investigation, for whatever reason, have not given any results. They may in such cases help an investigation that otherwise would have halted to progress.
