On 6 September 2005, the Hungarian Competition Authority found Magyar Telekom guilty of abuse of dominance by setting supra competitive wholesale prices for network access to “toll-free” and “reduced-toll” telephone numbers - the so called “coloured numbers”. In Hungary, “toll-free” and “reduced-toll” telephone numbers are deemed essential for business subscribers. In fact, fixed line service operators (mainly, Magyar Telekom, PanTel and GTS) offering those services must also grant access to the special numbers used by competing operators, thereby negotiate interconnection agreements.
