The Italian Lazio Administrative Court upholds almost all the findings of the Competition Authority of a collusion in public contracts procurement (School Cleaning Services)

The Regional Administrative Court for Latium (the Court) has recently handed down four judgments [1] on the appeals filed against the infringement decision made by the Italian Competition Authority (ICA) in the School Cleaning Services case [2]. By this decision the ICA found that Consorzio Nazionale Servizi Società Cooperativa (SNC), a non-profit consortium, along with three firms Manuntecoop Facilities Management Spa (MFM), Roma Multiservizi Spa (RM) and Kuadra Spa (Kuadra), put into practice a bid-rigging scheme to alter the competitive tender procedure launched by the contracting authority for the award of contracts for school cleaning services across Italy.
