The Maltese Competition Commission condemns collective dominance in sea cargo carriage market (Bulcon/Sea Malta Company)

Complainant W. J. Parnis England Limited, in its capacity as agent in Malta for Bulgarian undertaking Navigation Maritime Bulgare (also known as ‘Bulcon'), filed a complaint with the Director of the Office of Fair Trading (hereinafter referred to as the ‘Director') against Sea Malta Company Limited (then national sea transport undertaking) and Gollcher Company Limited in its capacity as agent for the Grimaldi (Genoa) Line. In its complaint, W. J. Parnis England Limited premised that it had been representing Bulcon in Malta for 50 years. In 2003 it introduced into Malta, in association with Bulcon, a Ro-Ro transport service along the maritime route Genoa-Malta-Tunisia-Genoa at very competitive prices.
