Factual Background The Danish Competition Authority (DCA) found that a Danish municipality had fixed its prices for home care below the actual cost level. Thereby, the municipal service provider was found to be in receipt of State aid falling under the Danish Competition Act. The municipality adjusted this matter, and the case was closed. A private company, Dansk Hjemmeplejeservice, complained to the Danish Competition
