Recently, the Israeli Antitrust Authority's ("IAA") has published a green paper regarding a new Block Exemption for collaborations among competitors regarding Export Cartels in the Defense Industry (the "Green Paper" and the "Block Exemption for Defense Industry Export Cartels"). A. Background The regulation of agreements and arrangements between businesses in Israel is quite different from most other jurisdictions. Under the Israeli regime, many understandings which do not necessarily harm competition are considered as restrictive arrangements which are required to be cleared by one of the mechanisms set in the law. Alongside the broad definition of a restrictive arrangement, and the prohibition on being a party to it, the law includes various types of mechanisms
