The Polish Competition Authority finds that delay in introducing mobile television service is a result of anticompetitive agreement (Polkomtel / PTK Centertel / PTC / P4)

The OCCP decision On 23 November 2011, the President of the Office of Competition and Consumer Protection («the OCCP») fined four mobile telecom operators (Polkomtel, PTK Centertel, PTC, and P4) for the exchange of information on the assessment of a commercial offer prepared by Info-TV-FM («ITF«), making arrangements on common conduct towards ITF, and expressing doubts in public on the reliability of the offer of ITF. ITF is a company that has been granted a special licence after winning a bid organized by the President of the Office of Electronic Communications («OEC«) for allocating frequency bands necessary to provide mobile television services in technology DVB-H (Digital Video Broadcast – Handheld).
