Factual Background On June 17, 2008, the municipal council of Kristinehamn decided to sell the city hotel in Kristinehamn for 3 million SEK to the leaseholder of the hotel. Petra Nyström, a local resident, appealed the decision to the Administrative Court arguing, inter alia, that the decision infringed the Local Government
