COVID-19 pandemic: ESA approves renewal and adjustments to a Norwegian compensation scheme for businesses*

The EFTA Surveillance Authority (ESA) has today approved the renewal of a Norwegian scheme providing compensation to companies suffering losses due to the COVID-19 pandemic. The scheme, which is in line with the Temporary Framework for state aid measures, has been renewed until 31 October 2021.

ESA has also approved certain changes to the scheme that allow for more costs to be covered, expand the categories of eligible beneficiaries, and extend deadlines. These changes will be applied retroactively starting from 1 September 2020.

The temporary compensation scheme for companies was initially approved by ESA on 17 April 2020. It was prolonged on 26 June 2020 and again on 15 December 2020. ESA on 10 March 2021 approved an increase in the aid intensity and a budget increase.

The budget of the scheme for the period March to October 2021 is estimated at NOK 4 billion (EUR 400 million).
