Executive summary, by the Secretariat * From the discussion at the two Hearings held by WP2 in December 2014 and June 2015, the Issues Notes, the delegates’ submissions and invited presentations and papers, the following points emerge: (1) Competition is indispensable to a well-functioning system for the award of public contracts and competition advocacy has an important role to play in the design and conduct of public procurement and concessions.
