On 22 June 2009 the Supreme Administrative Court of Bulgaria [1] upheld the decision of the Bulgarian Competition Authority (CPC) [2] that rejected the charges concerning abuse of dominant position committed by the National Railway Infrastructure Company (NRIC) [3]. The case originated from the complaint brought by Polygraphsnab [4], a manufacturer of paper for the printing industry. The complainant was supplying its products using various means of transportation, including railway network. It had an industrial rail line connecting its storage facilities with the rail line Poduene-Pioner, a part of railway belt around the Bulgarian capital of Sofia, owned and serviced by the NRIC. In May 2007 the NRIC made a decision to close the Poduene-Pioner line for economic reasons.
