The operation On 28 December 2008, EDEKA and Tengelmann notified the German Federal Cartel Office (FCO) of their intention to merge their food discount chains Netto-Marken Discount (“Netto”) and Plus Warenhandelsgesellschaft mbH (“Plus”). EDEKA is Germany's largest food retailer and owned the Netto chain which comprised 1,000 stores concentrated in the South and East of Germany.
