In November 2004 the Danish Competition Authority received a complaint in relation to the administration of the provisions in Articles 19 and 20 of the Danish Act on Raw Material. The particular provisions relate to vessel approvals and licenses to gravel and sand pumping. Acting on the complaint, the Danish Competition Authority launched an investigation into the anti-competitive effects of the relevant rules. Article 19 of the Danish Act on Raw Material lays down that a vessel must be approved by the Danish Forest and Nature Agency
