COMMISSION APPROVES FORD/VOLKSWAGEN AGREEMENT ON MULTI-PURPOSE VEHICLES* The Commission has exempted, by a formal decision under Article 85(3) of the EEC Treaty, an agreement between the car manufacturers Ford and Volkswagen to set up a joint venture in Portugal for the common development and production of a multi-purpose vehicle (MPV). Ford and VW will build a plant near Setúbal with a capacity of 190,000 units per annum, which is to begin production in 1995.
