The Bulgarian Competition Authority defines the refusal to supply on the market for the provision of technical water as abuse of dominant position (Chimik / Irrigation Systems)

On 18 February 2010 the Bulgarian Competition Authority (CPC) [1] that single supplier of technical water in the city of Asenovgrad, Irrigation Systems [2] has abused its dominant position by terminating the supply of technical water to one of its clients, Chimik [3]. The facts of the case were as follows. Irrigation Systems supplied Chimik with technical water, which the latter used in the recycling of plastics scrap. During 2001-2007 the supply of technical water by Irrigation Systems was regulated in the supply agreements concluded for the period of one year with no possibility for automatic extension.
