1. Introduction The OFT's market study on the Pharmaceutical Price Regulation Scheme (PPRS) has recommended that the government introduce an ex-ante based pricing system to replace the current PPRS. It fully acknowledges that its pro-innovation approach could create a market of “winners and losers” that is favourable to those that chose to innovate and hostile to those that don't. It acknowledges that a truly pro-innovative system may not necessarily work in harmony with untrammelled parallel trade and considers how the two could ever exist side by side in this particular industry.
