Factual Background On 05.02.2007, the Ministry of Agriculture, Natural Resources and Environment veterinary services notified to the Cyprus Commissioner for State Aid Control a draft aid scheme, entitled “scheme for the collection, transport and processing of animal waste by the company Sigan Management”. The aid measure is aimed at the collection, transport, storage and general handling of animal waste not intended for human consumption, governed by the provisions of Regulation (EC) No. 1774/2002 (OJ L 273, 10.10.2002, p.1), which has been transposed into the Cypriot legal order by Law 149(I)/2004 on the implementation of Community Regulations in the veterinary sector.
