1. Introduction On 19 December 2012, the Hungarian Competition Authority (GVH) put an end to a long running investigation into a possible cartel infringement by Hungarian sugar producers [1]. The alleged infringement concerned the three main sugar producers in Hungary: Nordzucker Group (the parent company of Matra Cukor and Eurosugar), Südzucker (including Magyar Cukor and Agrana) and Eastern Sugar. 2. The investigation by the GVH The GVH carried out dawn raids at the premises of sugar producers on 13 May 2009. Despite one of the manufacturers (Nordzucker Group) admitting close cooperation and information sharing between the three producers (including information that facilitates market sharing), the investigation of the GVH apparently did not bring to light sufficient evidence for
