The European Commission revises competition rules regarding horizontal cooperation agreements

On December 14, 2010, the European Commission (the Commission) published a package of measures containing revised rules and guidelines for the assessment of cooperation agreements between competitors (horizontal cooperation agreements). In particular, these measures provide new and more extensive guidance on, inter alia, standard setting and information exchanges. In another move, the Commission announced on December 14, 2010, the appointment of Kai-Uwe Kühn (a European-trained associate professor of economics at the University of Michigan) as new chief economist of the Competition Directorate. In May 2011, Mr. Kühn will replace Damien Neven, who took up the post in July 2006. Educated in Bonn, London and Oxford, Mr.
