The Belgian Competition Authority’s College of Prosecutors dismisses multiple complaints against the incumbent telecom operator for abuse of a dominant position in the market for international transit services for call termination in Belgium (Base / Belgacom)

I. The Parties Belgacom S.A. is the incumbent operator on the Belgian telecom market. It provides mobile telecom services through its 100% subsidiary Belgacom Mobile Belgium (“BMB” - Proximus). Base S.A. is a 100% subsidiary of KPN, a Dutch landline and mobile telecommunication company. Mobistar S.A. operates on both mobile and fixed telephony markets and is a member of the Orange Group, subsidiary of France Telecom.
