Factual Background Haukivuori Municipal Council had decided to sell two pieces of land to a real estate company to be established. The municipality was going to be a major shareholder in the new company. The total purchase price was 7,900 euros and the new real estate company was intended to build business premises on the real estate situated in Haukivuori harbour. It was stated in the municipal documents that the building project was intended to promote development in the harbour area and aimed at improving tourism and services in the municipality. The applicants were competitors of the companies to be established in the new business premises, operating mainly within food and beverage services activities.
