Commission approves aid to an innovative regional equity platform for SMEs in the UK’s West Midlands to overcome market failure in risk capital*I. Background On 18 August 2006 the Commission adopted new Community guidelines on state aid to promote risk capital investments in small and mediumsized enterprises [1] (hereinafter “the Risk Capital Guidelines” or “RCG”), which provide for a lighter assessment of risk capital measures if the qualitative criteria of its section 4 are fulfilled, and for a detailed economic assessment under section 5. On 20 December 2006, the Commission approved the aid to Investbx, an innovative regional platform for raising capital for SMEs in the UK’s West Midlands.
