"Telecoms sector soon fully open to competition : the central role of the European Commission"* With the adoption, at the end of December 1995, of Parliament and Council Directive 95/62/EC on the application of ONP to voice telephony and, on March 13 1996, of Commission Directive 96/19/EC amending Directive 90/388/EEC with regard to the implementation of full competition in telecommunications markets (OJ No L 74, 22.3.96), the first package of measures required for implementing, in EU law, the commitment to full competition in the EU telecommunications market by 1st January 1998 is now in place (there are a number of further measures, notably the interconnection and general licensing directives, which are currently being discussed in the European Parliament and Council).
